Background: Handicap International (HI) is an independent international aid organisation working in situations of poverty and exclusion, conflict and disaster. We work alongside disabled and vulnerable people in over 60 countries worldwide.

In South Asia, Handicap International runs five country programmes, with project activities in physical rehabilitation, livelihoods, education and disaster risk reduction. Since 2011, HI has also been implementing regional projects, through and in collaboration with the country programmes.

At present, three regional projects funded by HI, EU and ECHO are implemented in South Asia, with a regional coordination and support hub based in Delhi. One of the projects is a physical rehabilitation project funded by the EU. Under this project, some activities and project deliverables exist at regional level, some at country level. Therefore implementation is shared between a regional team and 4 countries. Each country has its own ‘mini contract’ with specific logframe, budget, activity plan and project deliverables. The regional team is responsible for delivery of regional level products and activities, as well as overall country coordination and accountability to the donor.


S/he will be managed by the Regional Project Coordinator based in Delhi, and will also be based at the project office in Delhi together with the rest of the project team.

S/he will coordinate and follow-up the Technical Coordination Committee of the project, working closely with the Regional Technical Advisors of the five country teams.He/she will travel to project sites in Afghanistan, Bangladesh, India, Nepal and Sri Lanka. Plus possible international travel as required.


He/She is expected to :
1. To achieve specific deliverables at regional level under a current, EU funded regional physical rehab project – in particular, management of the delivery of ‘continuing professional education’ (“CPE”) activities for physical rehabilitation professionals in 4 countries in South Asia and management of situational assessments of the physical rehab sector in 4 countries.

2. To support and coordinate with technical colleagues in 4 countries on their technical implementation of activities under the EU-funded physical rehabilitation project. At times this will involve ensuring harmony and consistency among countries (for example, impact assessment of physical rehab interventions under the rehab project) at other times, it may require flexibility and adaptation of a project objective to national contexts (for example, supporting colleagues in each country to complete appropriate exposure visits in the region.

3. To act as a liaison and support on technical activities which are regionally designed but nationally implemented. For example, HI regional team has designed, (in consultation with an external expert, colleagues at Headquarters and colleagues in South Asia), a template for carrying out a situational analysis of the rehab sector in each country of the EU rehab project. This post holder would liaise with technical colleagues in the 4 countries to ensure understanding and consistency in delivering the analysis tool.

4. To contribute to the strategic development of HI’s interventions in physical rehabilitation in South Asia. This means both in terms of quality (e.g. sharing useful publications, best practices among colleagues in the region) and in terms of strategy. The post holder is expected to contribute to efforts to development future regional projects and contribute to the strategic direction of HI’s work in physical rehabilitation in South Asia.

1. Technical Quality Assurance
o Ensure technical quality of the Regional Rehabilitation Project/s implementation in South Asia. This could include;
• Develop and advise on technical monitoring and evaluation methodologies (e.g. pre and post training assessments, impact assessments)
• Develop or support countries to develop technical guidelines (e.g. terms of reference for exposure visit of rehab professionals)

2. Activity management - Regional-Level Technical deliverables.
o Manage and achieve delivery of specific regional –level technical deliverables. This will include
• Delivery of regionally coordinated ‘continuing professional education’ (“CPE”) activities for rehab professionals in South Asia.
• Leading – at regional level - coordination of 4 ‘situational assessments’ for the rehab sector in project countries and supporting countries in their analysis and planning based on the situational assessments.

3. Technical advice and support
o Provide technical advice and support to regional team and national teams in the countries of project intervention. This could include;
• Develop and/or contribute to regional development of appropriate technical tools, approaches and methodologies, for the physical rehab interventions
• Help build capacity of project teams to understand and use regionally developed approaches, tools and methodologies
• Contribute to project evaluations and donor reports as required.
• Ensure coherence in approach and standards between countries on activities which are designed regionally/ implemented nationally, e.g. CPE & situational assessments
• Support country project staff in the project in their relationships with rehab stakeholders such as professional associations, authorities, NGOs and other rehab stakeholders in their national physical rehabilitation sector.

3. Representation and coordination
o Act as focal point, liaising between regional, and country technical staff in 4 countries, on technical issues.
o Contribute to sharing of lessons, knowledge and tools within HI. Help identify and/or disseminate best practices in physical rehab within the HI South Asia project.
o As required and appropriate, represent HI in relationships with international consultants/bodies

4. Strategic development
o Participate in identifying needs / opportunities for new projects. Participate in and help coordinate technical inputs into project proposals.
o Participate in strategic review exercises, for example, ‘lessons learnt’ from project activities e.g. situational assessments and CPE and their implications for the project, country teams and HI Federation.
o Help consolidate and strengthen HI's technical image and reputation in the rehab sector
o Contribute to longer term regional rehabilitation strategy in South Asia

o Solution oriented, problem solving approach. Able to face challenges and uncertainties and propose solutions
o Mentoring and coaching attitude: able to coach and support country project staff to resolve problems they experience in the project
o Dynamic, motivated, flexible and adaptable: willingness to respond flexibly to the demands of the project and within the uncertainty of a young and fledgling regional structure. Able (as occasion demands) to work alone, as part of a team, support other teams, take direction and feedback.
o Availability to travel extensively, in all intervention areas, including to remote/conflict areas.
o Diplomatic and culturally sensitive: able to handle and find solutions for problems which can emerge within and between different country teams, people of different nationalities and between different levels of the organisation (e.g. national, regional and HQ).
o Excellent communication skills, including, networking, influencing, presentation and negotiation skills

Essential Qualifications
• Degree level professional qualification in a physical rehabilitation discipline
• At least 5 years professional work experience including 2 within an international NGO
• Fluent spoken and written English
• Conversant with key project cycle management tools, e.g. logframe.
• Legal status to work in India

Desirable qualifications
• At least 1 year experience working in an international context, for an international NGO in an international position or overseas posting.
• Experience in programme development and proposal writing
• Experience in strategic development or policy development processes.
• At least 2 years experience working in physical rehabilitation in an NGO context
• Experience of both centre based physical rehabilitation and CBR

Salary and Benefits
A competitive compensation and benefits package is offered. The salary is defined in accordance with Handicap International salary grid on the basis of educational level and expertise. Benefits such as medical reimbursement for self & dependents; accidental insurance for self; hospitalization insurance for self & dependents are applicable in addition to the salary. Initial contract is for 12 months and is subject to availability of funds.
