I havent heard about United indian physios before but from their website [link], it seems like they help in getting university courses towards credit completion as part of the process towards getting a US license.

Type 1 FCCPT certificate evaluates your educational credentials to sit for NPTE and for state license as well as visa credentials towards getting an H1b Visa. One do not have to clear NPTE to get FCCPT type 1 certificate, infact one hwo has cleared NPTE will not require one.

H1b or a green card will be the best way to get to the US and find a PT job.

I'm unsure about Canadian process but sure there is no certain category specifically for people rejected by US

Yes H1b visa is possible without clearing NPTE.

You will need to find a sponsor for your H1b. Online searches would be good way to start..look at benefits offered and contract terms..always compare multiple options, check for client reviews.
